Chengdu, Capital of China’s Southwest Sichuan Province, has established a high level office dedicated to improving government effectiveness. The announcement was made in February 11th and the actual handover of responsibilities took place last Friday (March 11th).
The Director of Government Effectiveness Office, affiliated to the Government Secretariat, has the equivalent administrative rank as a Director-General under a Ministry or a Mayor of a Prefecture. He is assisted by three deputies.
With a population of 11 million, Chengdu is the 7th biggest city in China and an important economic and transportation hub in the Southwest.
Previously, e-government initiatives were planned and coordinated by Government Informatisation Office under the Municipal Government Secretariat. Li Jinzhao, Chief of Chengdu Economic Information Centre’s Government Portal Section, told FutureGov that the understanding on e-government has evolved in the Municipal Government. “If you notice, the terms e-government or ICT are not in the name of the office,” he said.
The Economic Information Centre handles implementation of important IT projects and runs the government web portal.
“E-government is a vehicle for us to improve government efficiency and effectives, and enable better implementation of the government’s vision,” he added. “Therefore the new setting reflects what we aim to achieve by leveraging government IT and will also enable more direct, strategic dialogue with the Mayor on relevant decisions.”
Under the Effectiveness Office, there are Department of government transparency, Department of administrative effectiveness promotion, Department of e-government No 1 and Department of e-government No2. The director of each department holds the administrative rank equivalent to that of a County Magistrate or Prefecture Bureau Chief.
The responsibilities of the Office include: leading and coordinating government effectiveness initiatives across the Municipal Government; Promoting, directing, coordinating and monitoring government transparency and publication of government information; planning, building, coordinating and promoting e-government initiatives; directing and monitoring departmental and agency web sites; planning and managing e-government budget and expenditure across the municipal government; and specifically, Department of government transparency will also be in charge of the Mayor’s hotline and mailbox.
“Now whether it is government reform or service delivery improvement, we have a consolidated and clear view of roles and responsibilities, as well as an effective monitoring mechanism,” Li said, adding that standards and guidelines will be published by the office for other government departments to follow in their drive to modernise.
