KOREA EMBARKS ON SMART EDUCATION ROUTE

Korea released its SMART Education strategy in September 2011, a route meant to take the country away from traditional teaching and learning methods with plans to digitise textbooks, build a cloud network, and retrain teachers. To provide this “intelligent and customised teaching and learning”, SMART Education has three directions:
  • Reform the education system with digital textbooks, online classes and assessments and a build system that will allow easy access to educational content.

  • Strengthening teachers’ competencies in delivering SMART Education with training courses, smart devices and a new human resource direction.

  • Improve school infrastructure for the cloud platform, then build standard platforms for the SMART Education cloud.

To promote the development and use of digital education content, copyright laws and systems will be revised and a new national educational content and copyright management system will be built. A culture of “giving and sharing for teachers and students” will be created through the Creative Commons License and Korea will also run “preventive and rehabilitation programmes for internet addicts” to resolve the “adverse effects of informatisation”. By 2013, Korea expects to have built the cloud computing environment in 30 per cent of all schools, with the rest completed by 2015.

Operation Payback: 'Anonymous' Hacktivist Talks

RT exclusively interviews 'Operation Payback' member for first time.
A group who refers to itself as Anonymous has as taken credit for a recent string of high-profile cyber attacks against the websites of businesses, banks and politicians that have either spoken out against or stopped doing business with WikiLeaks. Cyber attacks, dubbed Operation Payback, targets those who have caved into US government pressure to shun the whistleblower website that recently released thousands of classified US diplomatic cables. The activist hackers have attacked MasterCard.com, PostFinance, Visa, Paypal.com, and others. For the first time, in an exclusive interview with RT's Alyona Minkovski, an unidentified representative of the group explained they will always have technology on their side and be one step ahead to continue to fight challenges to free speech. Cyberwar erupts over WikiLeaks

A cyberwar is being waged over WikiLeaks. It began after MasterCard, PayPal and Visa refused to take payments for WikiLeaks, which runs on donations.

In retaliation, a hacker group calling itself "Anonymous", launched Operation Payback: targeting the credit card companies, with what are called "Denial of Service" attacks.

They managed to temporarily take down Visa and MasterCard's main websites.

But the companies say transactions were not affected.

Now, Twitter and Facebook have suspended the accounts of the "Anonymous" group.

Twitter was being seen as a rallying point for the so-called "hacktivists".

In an interview with Al Jazeera, Kevin Anderson, a technology journalist and a specialist in New Media, shares his views on the cat-and-mouse game being played out on the internet.

EU Countries Have been Shaken by Protests against Proposed Cuts

In London, thousands of students are planning to take to the streets in a final attempt to block the raising of tuition fees, ahead of Thursday's parliamentary vote. Trade unionists are also expected to join in. It's the latest in a string of rallies against sweeping austerity measures and budget cuts across Europe. Many European Union countries have been shaken by protests against proposed cuts needed to secure EU-IMF bailouts. The latest were in Ireland - against the state's narrowly passed budget - the toughest in its history. The plan includes six billion euros of spending cuts and tax hikes. Richard Boyd Barrett, from the People Before Profit Alliance says, Ireland failed because its own government was over-enthusiastic in pursuing flawed European polices.

JULIAN ASSANGE :WikiLeaks gives 'most accurate picture of war' !

The shocking WikiLeaks release, which has revealed thousands of unreported civilian casualties in Iraq, is the most accurate picture of war ever made, and it is food for thought, says the website's editor-in-chief. The report, condemned by the Pentagon, claims that US commanders in Iraq ignored evidence of torture and the murder of civilians. "This material has revealed 15,000 previously unreported, undocumented civilian casualties.

That's an extraordinary number of people who have never been spoken about before," Julian Assange said. "We also see that the cover up of torture by coalition forces well after Abu Ghraib was a concrete policy, a secret policy: to not intervene with torture conducted by the fledgling Iraqi government," he added. "This is the most accurate description of a war that has ever been released into the historic record. There is nothing comparable. It is the details of the deaths of 109,000 people, the wounding of 170,000 people, the detaining of nearly 200,000 people during a course of six years. Of course, that is only about a half the military action that went on during that period, because it is only the US view on things, but even so we see that there is nearly no street corner in Baghdad that did not have a body found that had been killed through violence in one form or another," he said. "We should start imagining it or stop supporting it. It is not good to support things that you do not understand," he pointed out.

"We need to understand what the reality of war is, if we are going to choose to engage in it." Assange said that WikiLeaks was now expecting some kind of response from the Pentagon, a counter-attack that follows each of the website's releases.

"Last time it was names appearing in the material, which the Pentagon managed to successfully fool the press into believing was going to be a great big assassination list for the Taliban. But in fact, nearly all of those names were right to appear; they were the names of governors who were taking bribes by the US military, or the names of the radio stations that were taking bribes to put on propaganda content... As recently as last week, NATO officials in Kabul said they could not find a single person that needed protecting or moving... And a letter has come out that was originally written on August 16th by Defense Secretary Gates stating that no sensitive intelligence sources or methods were revealed in that material, but of course, this was not the public line," he said.

'4 Bln Euros vanish from EU budget annually'

Gripped by protests and crisis, EU nations are being forced to fend for themselves. It is time to go back to the drawing board, before it is too late, believes Nirj Deva, MEP, UK Conservative Party. He says the entire construct of the European Union is becoming unmanageable."The construct is incapable of meeting the challenges of the 21st Century. It was constructed after the war - Churchill's 'Empires of the Mind' in a single European space.

It was constructed to prevent a major war in the Continental Europe by locking Germany, France and all the other countries into single space with settled values - democratic, pluralistic - diverse, but accountable values," Deva told RT. "Now it needs a new construct to be able to work in cooperation with Russia, with primary energy producers and suppliers, to work as a good neighbor in areas such as Ukraine, Moldova, Belarus and so on. We need therefore a much more flexible construct," he added.

'US Zombie Empire: Re-distributed bailout would mean $350,000 per American'

It will take a revolution to bring real change to the American political system -- that is the message Ted Rall is taking across the US to promote his new book The Anti-American Manifesto. The cartoonist and outspoken war critic calls for the fight for democracy to begin. "The Anti-American manifesto is addressing the fact that neither the Democrats nor the Republicans are able or willing to address the biggest problems facing the US today, which are the economy, the environment, healthcare and the wars," Rall told RT.

"And now you have to ask yourself as an American do you want to tolerate the system that is unresponsive and not going to go anywhere or do you want to change it. The Anti-American Manifesto is not anti-American, it is anti the American government, or more specifically, this American government. We can do better and that's what I want to do." Speaking on America's main problems, Ted Rall also touched upon aggression on state level based on the current global economic situation.

"The reason I oppose this particular regime is because it is so aggressively violent," the cartoonist claimed. "As the rest of the world knows, the US is always involved in some kind of war of aggression, it rarely goes an entire year without invading some foreign country and that's only part of that story. There is the overall economic system that the US presides over that is incredibly violent and unjust. So I'm talking about taking on this monolith, this violent horrible disgusting system that is brutal and is willing to do anything. You are going up against them -- you can't fight these guys with one arm tied behind your back, you are probably going to lose anyway, but you have to be serious." Rall claimed that with the current state of things there is almost no hope that someone will rise up against the dominating monster.

"Anti-Americanism is rampant throughout the world, obviously, and not just in the Muslim world, and much of it is justified, unfortunately, due to US foreign policy," he said. "In terms of other countries -- let's face it, if you are the president of a random republic somewhere in Central Asia, for instance, are you really going to challenge or criticize the US government which is the sole remaining hyper-power, the largest exporter of arms and possesses a bigger military presence than ten countries combined? No. I don't think so. Everyone's afraid of us because we're a bunch of bullies!"
