Integration to Drive a Smart Thailand

Thailand has laid out a 2020 ICT Masterplan to create a Smart Thailand by transforming e-government to i-government, focussing on the integration of government agencies and public and private sector services.
Jirawan Boonperm, Permanent Secretary of the Ministry of Information and Communication Technology (MICT), said today that this i-government stands for “intelligence, integration and inclusion” and the plan will “respond to the development goals laid out in the national economic and social development plans”.

Underlying the masterplan is a key goal of integration. Boonperm said to FutureGov Asia Pacific: “We want to see an integration of goals of governance, various agencies of government, public and private sector services, and the services of different departments.

MICT is currently collaborating with government agencies, the National Electronics and Computer Technology Centre (NECTEC) and the private sector to develop this 2020 ICT framework.

While the plan is still in the works, Boonperm expects all 76 provinces and 10,000 local communities to be connected by 2020. And for education, 30,000 schools and local community education centres are expected to be connected within the next three to 10 years.

The ICT Masterplan also includes a broadband element. This National Broadband Policy (to be completed also by 2020 is “the first policy in Thailand that will serve as fundamental infrastructure”, serving as a backbone to the ICT masterplan goals.

“Broadband is the key enabler to i-government,” said Boonperm.

Right now, only 3.5 per cent of the population is using broadband technology and these citizens are mostly clustered in the big cities, said Boonperm.

“Thailand’s broadband service development is still low. In the long run, it will impact the competitiveness of Thailand.

“By 2020, we want to see 90 per cent of the population with access to broadband.”

Boonperm said the goals of the 2020 ICT Masterplan are:

  • To give the population knowledge and the capacity to access, create and user information; 
  • To raise the ICT readiness ranking of the country to the top 25 NRI by 2013;
  • And to enhance the role and importance of the ICT industry in Thailand
