Putin raps Japan over nuclear crisis reaction
Russian Prime Minister Vladimir Putin criticised Japan on Saturday for its "slow" reaction to its nuclear disaster and for building nuclear reactors in earthquake-prone zones.
Japan's Fukushima Daiichi nuclear reactor complex was hit by a massive earthquake and tsunami on March 11, touching off the world's worst nuclear crisis since Chernobyl in 1986 as radiation from damaged reactors spewed into the surroundings.
Putin said Japan should have promptly brought electricity storage devices such as batteries and accumulators to the complex to help pump in water to cool stricken reactors.
"But ... they didn't manage to do that on time, and then problems erupted," he said, speaking at a Russian nuclear industry meeting in the Volga region city of Penza, 630 km (390 miles) southeast of Moscow.

Putin also questioned Japan's decision to build nuclear power stations in areas vulnerable to earthquakes.
"As far as the Japanese are concerned, they are in a unique situation out there. I don't know why, it is their choice, but they build (reactors) in seismically dangerous zones..., which are everywhere there," he said.
Russian officials previously suggested Japan might be exaggerating the scope of the crisis to reduce the liabilities of insurance companies. President Dmitry Medvedev has called for new world rules on nuclear plant safety to be adopted.
Japan's response to the crisis, including the dumping of contaminated water into the sea, raised an outcry in South Korea and public concern in China. Tokyo offered apologies over perceptions that it had not given enough warning and explanation to neighbors about its steps to contain the crisis.
Japanese Prime Minister Naoto Kan was publicly berated over his government's slow response when he visited one evacuation center in the devastated region earlier this month.
Almost all of Russia's 32 working nuclear power reactors were built during the Soviet era, when the Chernobyl disaster occurred. But Putin said on Saturday that Russian reactors were secured by "modern methods of protection."
Moscow said after Japan's disaster that it had no intention of curbing its drive for more nuclear power at home and for export, unlike several countries including Germany.
Russia plans to spend billions of dollars over the next decade on building new reactors to reduce reliance on the oil and gas that fuel its $1.5 trillion economy.
As the Japanese disaster unfolded, Russia increased shipments of liquefied natural gas to Japan and also offered to bolster coal and electricity supplies to its neighbor, separated by a 40-km (25-mile)-wide Pacific Ocean channel.
Putin earlier said the nuclear accident in Japan and unrest in the Arab world would boost global demand for oil and gas.

India installs largest IP video system in Asia
The new Terminal 3 at Delhi International Airport (DIAL) integrated IndigoVision’s end-to-end IP Video solution for its 3700 camera surveillance system- the largest single installation of an IP Video system anywhere in Asia.

The server-less IP Video architecture provides the airport with such a scalable and resilient solution, and through a virtual matrix, easy to operate, even for a project of this scale.
IndigoVision’s ‘Control Center’ Security Management Software is at the heart of the system and is used by operators throughout the airport. The software provides advanced Identification Authentication Management (IAM) features, which ensure only the operators with the correct permissions are allowed to access the video.
A total of 80 ‘Control Center’ workstations have been installed in three separate control rooms; the Airport Operation Control Centre (AOCC), situated in the terminal; the Airport Security Building (ASB), located off-site 850 feet away; and in the Air Traffic Control (ATC) centre, where aircraft ground movements are monitored.
The AOCC, which is the main monitoring centre for the airport, boasts the biggest video wall in Asia. The 32 X 16 foot wall holds twenty-eight 70” screens that display the information inputs from all the airport departments through live camera feeds. Each screen can display up to 25 multiple camera images, providing the AOCC with the capacity to display 700 images at one time.
For added security, 120 cameras for the Immigration department have been allocated to a separate site database, with recording on their own dedicated Network Video Recorders (NVRs).
DIAL also extensively deployed IndigoVision’s real time analytics, to create alarms when certain conditions in a camera scene are met, automatically alerting operators to potential problems.
The airport uses a total of 57 IndigoVision 10TB Windows NVRs for recording video continuously for 30 days from all of the cameras. Ten of the NVRs are used as backups, automatically recording video from any of the primary NVRs that go off line.

Victoria shares red-light camera records with the public
Government of the Australian state of Victoria has launched “Cameras Save Lives”, a website to give Victorians greater insight into the state’s speed and red-light camera network and have access to previously undisclosed data on infringements.
Cameras Save Lives reveals how Victoria’s camera system works, by providing user-friendly access to a range of information, from testing of the cameras right through to verification of infringements.
The website will be a valuable road safety resource for motorists; it will serve as a valuable educational tool, with information and research on the relationship between speed and road trauma, as well as animations and technical details about how cameras worked.
Features include the list of weekly mobile speed cameras and the locations of all Victoria’s fixed cameras, including intersection and highway sites across the state.
Managed by the Department of Justice, the Cameras Save Lives website will publish quarterly speed and red-light camera statistics, including: 1. data on the dollar value of traffic camera infringements; 2. camera locations with the highest number of infringements; 3. the number of infringements by speeding category offense; and 4. the number of people who receive official warnings.

Singapore and Malaysia to Reduce Mobile Roaming Rates

This milestone follows a joint announcement made by Mr Lui Tuck Yew, Minister for Information, Communications and the Arts, Singapore and H.E. Dato' Sri Utama Dr. Rais Yatim, Minister of Information, Communications and Culture, Malaysia in June 2010, that both countries were committed to explore ways to reduce the prevailing roaming rates for mobile phone users.
Commenting on the milestone achievement at Putrajaya, Shangri-La in Kuala Lumpur, Minister Lui said: "I applaud the commitment of (our) mobile operators to this endeavour which will help promote greater communication linkages between our countries". Minister Lui also said that he hoped to see regulators on both sides "continue to identify new initiatives to enhance connectivity between Singapore and Malaysia".
"This is a significant effort for Malaysia and Singapore as it marks the close cooperation between our two countries. It is also the first bilateral cooperation to reduce roaming charges within ASEAN and paves the way for other similar efforts among ASEAN countries", said Dato' Sri Utama Dr. Rais Yatim.
The telecom regulators in both countries, IDA and MCMC, have been studying the rates charged by mobile operators to better understand the prevailing industry practice and charging model. As mobile roaming charges involve different price components charged by operators from both countries, any study of and regulatory requirement to reduce roaming charges required coordination and cooperation between both regulators to ensure that users from both countries benefit from the decision. With regard to the pricing of roaming data service, MMSes and video calls, both regulators are currently studying these charges and reviewing the appropriate actions.

East Java Aims to Go ‘Paperless’ in 2012
Although the plan is still in the works, East Java aims to become the country’s first “paperless” administration next year.

Sudjono, head of East Java’s Communications and Information Technology Office, said the provincial government aimed to create a paperless administration starting in 2012 by cutting all budget allocations for paper and only storing and transmitting data and correspondence electronically.
“The hope is that by doing this, performance will become more effective since correspondence will no longer involve paper documents,” he said.
Going paperless, he added, will improve the administration’s efficiency by allowing for a more rapid communication and distribution of information.
It will also make East Java more environmentally friendly and help curb waste, he said.
“This should help create good savings and there will no longer be so much wasted paper,” he said. “This will also help environmental programs involving sustainable forestry.”
Sudjono said his office had already begun to provide its information and technology services electronically through a telecenter, a facility where individuals and groups can learn more about the Internet, and a specialized media center.
The office, he said, has also been involved in bringing Internet services to subdistricts and connecting villages to telephone services since last year.
Under the current system, the administration already has an electronic service to register suppliers and handle tenders.
Sudjono said the service provided by the telecenter, in particular, had proved popular with the public.
“It has already been used by so many groups, there are women’s organizations, youth and student groups, among others,” he said.
Kartiko Eko Putranto, from the Agency for the Assessment and Application of Technology (BPPT), welcomed East Java’s commitment to creating a paperless administration.
“Paperless offices can be said to be part of the implementation of e-government and e-development,” which is being encouraged by the central government, said Kartiko, who heads a team that is assisting the provincial government with the move to wholly electronic systems.
Kartiko said if it was successful, the province’s experience would become a model for the rest of the country.
The central government is encouraging the widespread implementation of electronic services, starting with the provision of regional information on the Internet. All regional administrations have been encouraged to set up Web sites where people can not only find out how to access government services, but also apply for permits and procurement contracts.
