Provision of e-signatures in Azerbaijan to start in 1st quarter of 2011

Provision of electronic signatures in Azerbaijan has been postponed for next year for the reason of non-readiness of legal framework of certification services.

Isbandiyar Aliyev, the head of the Information Society Department of the Ministry of Communication & Information Technologies, says that presentation of e-signature certification centres (technical work on their creation has been finished) for state and private sectors will be held on January.

"Works on preparation of the regulatory and legal framework, required for operation of the certification centre is underway. We also continue defining of e-signature package cost. The first centres can be presented by the end of the 1st quarter of 2011,” he added.

Presentation of a pilot version of E-Signature Project was held on 14 April 2009. The winners of the tender of the Information and Computing Center on the subject of creation of EDS certification centres is a consortium of companies Azerin, Ultra, and Microsoft-Azerbaijan.

Electronic and digital signatures for individuals and legal entities will be given by means of plastic cards. The project is realized in compliance with the Law on E-Signature & E-Document
